Project Description


Phase 1-Schedule A: Outfall Pipe an one (1) Catch Basin
 This work is located directly across the street from Bay Properties/Birch Bay Center Market and will be a new outfall pipe into Birch Bay with the new  catch basin on the water side of Birch Bay Drive.

  • Construction: January 4, 2021 through January 15, 2021. This schedule is weather dependent.
  • Working hours: Monday through Friday, approximately 7:00 AM to 3:30 PM, except for night work on January 11th and January 12th from 5:00 PM to 3:00 AM.
  • Traffic will often be reduced to one lane with flagged traffic control.
  • Expect minor delays.

 Phase 2-Schedule B: New Stormwater Pipe and New Catch Basins on Harborview Road and Birch Bay Drive

  • Construction: September 13, 2021 through October 29, 2021. This schedule is weather dependent.
  • Working hours: Monday through Friday, approximately 7:00 AM to 3:30 PM.
  • Traffic will often be reduced to one lane with flagged traffic control.
  • Expect minor delays.

Project Goals

  1. Improve upland stormwater conveyance to a properly-sized replacement outfall to Birch Bay

  2. Enlarge outfall to eliminate backwater flooding of nearshore drainage system during high tide events

  3. Eliminate/reduce combined tidal and stormwater flooding on road right-of-way and adjacent properties along Birch Bay Drive


Design work has been completed and includes a new drainage system layout for the area along Birch Bay Drive from the 8100 block to the intersection with Harborview Road. The Birch Bay Drive system consists of 18" mainline placed in the existing roadway that will convey stormwater collected by a parallel system along the east side of Birch Bay Drive, consisting of catch basins connected to 8" and 12" drain lines. The 18" mainline will connect to the new catch basin located just north of the intersection of Birch Bay Drive and Harborview Road. 

The Harborview Road improvements include a new 36" storm pipe outfall at the Harborview Road / Birch Bay Drive intersection and a 30" diameter pipe that extends up to the intersection of Birch Bay Lynden Road. The current upland drainage system will be abandoned and the existing upland drainage will be incorporated into the new system. 

The project will add approximately 2,000-ft of storm pipe and 22 catch basins.

Project Updates

January 15, 2021

Interwest Construction, Inc. has completed Phase 1 of the project. The photos below show the sequence of work to install the catch basin and outfall pipe. Construction work is suspended and Phase 2 construction work will resume September 8, 2021 through October 25, 2021.
